A lot of the Math functionality probably already exists in Math.net
http://numerics.mathdotnet.com/.

Also there are already a lot of Nearest Neighbor implementations out there.

CUDA / OpenCL seems a natural fit here.

We should probably favor OpenCL so we can run on Intel, AMD and NVidia. Maybe also provide an x64 specific version.

We should be careful not to duplicate functionality where we can use an existing well tested library.
